This may indicate a problem with this package. The error code is I have tried to disabling any GPO that would effect the server. I have also tried installing and un-installing the software locally and via RDP. Both ways get the same error.
You check RSOP? What was the last major change? New GPO again disabling gpo doesn't change the setting to not implement. It appears I may have found the issue. In the security tab of the OS Drive properties I found a user that was named "TrustedInstaller" just for grins I checked the permissions that it had and it only had read permissions.
I gave it full control of the OS drive and I can noe install and uninstall programs. Now in 6 years of doing this job first year with Server I have never seen "TrustedInstaller.
